Staff’s concerns for the application related to the large size of the proposed development blocks and their impact on natural heritage and the fit with the AEGD’s vision as an eco-industrial park. The developer made changes to reduce to reduce the development block sizes which contributed to maintaining an east-west wildlife corridor on the site. There were also concessions for 2:1 wetland replacement ratio (double the previous value), and improved tree compensation commitments. Note: the image above is the previous version of the Draft Plan of Subdivision and does not yet incorporate the following settlement details.

The number of development blocks has increased to 10 from the 6 originally proposed. There are 5 blocks proposed to have access from Street ‘A’ and 4 blocks proposed to have access from Street ‘B’.

Block 10 has been revised to include 31.0 metres of frontage along Southcote Road, is no longer landlocked and contains the woodlot, wetland compensation feature and linkage.

The applicants have agreed to provide a 25m wide linkage from Southcote Road to the woodlot (included in Block 10).

Through mediation, the applicant agreed to increase the wetland replacement ratio to 2:1 from the original proposal of a 1:1 ratio, as well as provide a 15-metre vegetation protection zone and will complete the necessary monitoring.

The applicant is required to provide tree compensation plantings at a 1:1 ratio for 50 mm caliper trees, a 2:1 ratio for 20 mm caliper trees, and a 3:1 ratio for whips and saplings, as set out in the Draft Plan of Subdivision conditions. 30% of the trees must be 50 mm caliper in size. Cash-in-lieu of tree compensation will be provided at a ratio of 1:1.

A Wetland Compensation Planting Plan detailing the wetland design as a condition of draft plan approval.

A Tree Management Plan that outlines the concept to implement the tree compensation as settled between the applicant and City is required to be submitted.

A Landscape Plan is required to confirm the proposed planting within the vegetation protection zone, around the stormwater management facility and within the proposed linkage in Block 10.

Transportation Planning staff and the applicant have agreed to delay the timing of the exclusive eastbound right turn lane until the build out of at least 50% of the subject lands, which is anticipated to be a key trigger in traffic volume to warrant the construction of the lane, or until the completion of the Garner Road East widening and urbanization has occurred.

The applicant and Transportation Planning staff have agreed to varying the sizes of the required daylighting triangles to reflect the conditions and land ownership at each of the intersections.

A pavement marking and signage plan for the alignment of Street ‘A’ as well as the installation of a 3.0-metre-wide multi-use trail along the future road or a 1.8 metre cycle track on both sides of Street ‘A’ is required. Additionally, the applicant has agreed to provide securities to ensure that a 4.0-metre-wide multi-use path along Southcote Road will be constructed at a future time following the reconstruction and widening of the roadway.

The entirety of Block 16, adjacent to Highway No. 6, will be dedicated to the City.

Block 20, a 0.3 metre reserve block, has been added to restrict access onto Garner Road East from Block 1, which implements the vision of the Airport Employment Growth District Secondary Plan.
