Sept 19, 2023 OLT decision HERE

UPDATE: Tuesday, April 14, 2026
As I outlined in my April 10 public statement (attached below), Council's ability to decide the path forward on this file has essentially been removed based on past Provincial and Ontario Land Tribunal decisions - zoning permitting this proposal is already in place. For those reasons, today, Planning Committee unanimously supported the application at 392-412 Wilson Street East &15 Lorne Avenue with the full understanding that if this application was denied by Committee, the proponent could appeal to the OLT with a modified proposal.
Thank you very much to the community members who made the effort to come to City Hall to delegate to Planning Committee today. Your comments, concerns and passion for the Village Core and Ancaster as a whole were heard and greatly appreciated.
Based on meetings with community members over the past few weeks, many of whom are highly engaged in Ancaster's history and heritage, there was alignment to focus our efforts on calls to action where we can actually have influence. I addressed items #1 to #4 in today's meeting and received positive responses from both City Staff and the Developer.
#1 - A holding provision to ensure adequate water supply and sewer infrastructure is in place before development can happen. This is a condition of development and will be funded by the Developer.
#2 - The Developer agreed to accept input from the community and City Staff during the Site Plan process regarding the final aesthetic and heritage design of the building.
#3 - There is a commitment and process underway to keep the Marr-Phillipo house on the streetscape in the Village Core. In addition, holding provisions are in place to ensure that building can safely be relocated.
#4 - The Developer has agreed to provide timely and transparent communication throughout the remainder of the planning and construction process.

You can watch the meeting and see the detailed answers that Committee members received from the City Staff and the Developer's agent on the City's YouTube Channel here.

Update: Tuesday, March 24, 2026
As promised, this morning I requested a deferral of this application to the next Planning Committee meeting which will be held on April 14. As a reminder, the March 24th Planning Committee agenda was only made public mid-day on Friday, March 13, hours before the start of March Break, and potentially, just before residents left for the break. My goal was to make sure everyone had time to fully participate in this process, should they want to. This morning, my request to Planning Committee to defer this item to the next meeting on April 14 passed 8-3. This new date gives any community members who were away for March Break time to write a letter or register to delegate.
Update: Friday, March 13, 2026
This morning, I was informed that the Public Meeting for the development proposal at 392-412 Wilson St E & 15 Lorne Ave (Wilson St & Academy) has been scheduled for the Planning Committee meeting on Tuesday, March 24, 2026. This proposal has generated great public interest and I know that many from the community will want to attend the meeting. Notice of the meeting has been published today on the City's website, in the Hamilton Spectator, and earlier this week on the sign located on the subject property.

Today is March 13 which is just 11 days' notice. Although this meets the obligatory standard of at least 7 days' notice, I am not comfortable with amount of lead time considering the importance of this file to the community and the fact that next week is March Break where many may be traveling. I want to be sure everyone has sufficient time to prepare to participate should you wish to provide feedback or delegate at the meeting.

For these reasons, I will be requesting that Planning Committee defer consideration of this file to our next Planning Committee meeting on Tuesday, April 14, 2026 since this is not a decision an individual Councillor can make on their own. I believe these extra weeks will give the community the time it needs. If I receive support from my colleagues, City Staff will update all public notices with the new date.

July 29, 2025 - application to approve a plan of subdivision at 700 Garner Rd E was to be presented at Planning Committee. Part of this subdivision included a proposed French Secondary School which would be shared by both the Conseil Scolaire Catholique MonAvenir and Conseil Scolaire Viamonde. Dozens of people took the time to write to council and delegate that day to support the proposal, which would be an important step towards realizing the long awaited French school.

During the meeting, the owner’s consultant requested the staff report be deferred to the Sept 9th Planning Committee as there were several unresolved issues preventing Staff and Committee support of the proposal. At that time, additional drawings and reports were submitted but they have not addressed staff’s original comments/concerns.
